Yes. VA loans require no down payment and no monthly mortgage insurance anywhere in Kingsport, Sullivan County, or Hawkins County — inside the city or out in the rural edges.
Kingsport has a strong base of Veterans and Guard/Reserve members tied to the area's manufacturing and chemical-industry employers, and a housing stock that runs from established city neighborhoods to rural Hawkins County acreage. VA financing works identically across all of it — no down payment, no PMI, and no restriction on where in the county the home sits.
VA vs. USDA for Kingsport buyers
Kingsport is one of the more USDA-heavy markets I work in — a meaningful share of Hawkins County and the outer edges of Sullivan County fall inside USDA-eligible boundaries, so Veterans here often have a real choice between two zero-down programs. USDA caps household income and only applies to eligible rural addresses; VA has no income limit and works on any eligible property, urban or rural. For a Veteran buying inside Kingsport's city limits, above the USDA income cap, or on a non-eligible USDA address, VA is typically the stronger option. I run both numbers side by side before you write an offer.
The VA funding fee & entitlement
Most VA borrowers pay a one-time funding fee that can be rolled into the loan — Veterans who receive VA compensation for a service-connected disability are generally exempt (VA confirms this on your Certificate of Eligibility). Your entitlement is reusable: it can be restored once a prior VA loan is paid off and the home sold (or one time if you pay it off and keep the home), and in some cases you can carry more than one VA loan at once. With full entitlement, there's no VA loan limit in Sullivan or Hawkins County — you can borrow what you qualify for with zero down.
